Refugee protection

The following sections contain information on the most important international treaties and agreements of which Cayman Islands is signatory, as well as national legislation relevant to the protection of refugees.

The Cayman Islands are signatory to both the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol. The Cayman Islands further recognize that under the United Nations Convention on the Law of the Sea, there is always a duty to provide assistance to those in danger at sea, particularly when the majority of migrants arriving in the Cayman Islands are doing so by sea vessels.

In addition to the international protections enjoyed by refugees and asylum seekers in the Cayman Islands, recent legislation has established the Refugee Protection Appeals Tribunal (RPAT). RPAT was established in accordance with the Border Control Act and is an Appeal Tribunal that considers asylum appeals in the Cayman Islands. Its design is meant to expedite the appeals processes for refugees and asylum seekers.
