Refugee protection

The following sections contain information on the most important international treaties and agreements of which Azerbaijan is signatory, as well as national legislation relevant to the protection of refugees.

Azerbaijan is a State party to both the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol. Azerbaijan has also acceded to the 1954 Convention on the Status Relating to Stateless Persons and the 1961 Convention on the Reduction of Statelessness. The country is further a State party to key international and European instruments of human rights which bolster and inform the treatment of refugees and nationals alike. 

Azerbaijan’s State Migration Service (SMS) is the main body of Government in charge of asylum matters. The country’s recognition rate, however, remains extremely low and while appeals procedures are in place, there remains no specialised judiciary system which address the rights of refugees and asylum seekers. 

Legal aid organisations

We have not yet identified any organisation providing legal aid to refugees in Azerbaijan.

Azerbaijan Red Crescent Society provides a range of services including weapon contamination and explosive remnants of war (ERW) reduction, disaster preparedness and response aid, healthcare services, humanitarian relief, and restoration of family links.

IEPF distributes humanitarian aid through collaboration and on-the-ground relief services. IEPF staff will visit refugee camps and provide services and information on referrals, representation, and local contacts for refugees and asylum seekers seeking legal representation and psychosocial support.
