Refugee protection

The following sections contain information on the most important international treaties and agreements of which Andorra is signatory, as well as national legislation relevant to the protection of refugees.

In 2011, Andorra ratified the Council of Europe Convention on Action against Trafficking in Human Beings— the first European treaty of its kind to focus on the protection of victims of trafficking and the safeguard of their rights, including their right to seek and enjoy asylum and the principle of nonrefoulement.

However, Andorra has not ratified the 1951 Convention relating to the Status of Refugees or its 1967 Protocol. Additionally, it is not party to the UN Statelessness Conventions.

Andorra is a small Principality in the middle of the Pyrenees surrounded by France and Spain. Few asylum-seekers reach Andorra where the authorities deal with them on an ad hoc basis as no RSD procedure exists.

According to information available to UNHCR, Andorra hosts 7 refugees as of January 2013. In 2015, Andorra welcomed a small group of Syrian refugees as part of an agreement with the United Nations High Commissioner for Refugees (UNHCR). These refugees were provided with accommodation, healthcare, and education for their children.

In 2020, the World Bank reported that this number of refugees hosted by Andorra had increased to 20.

Caritas Andorra is the federation of parish Caritas in the Principality of Andorra – one of the smallest countries in the world – and represents them at diocesan, national and international organisations. Andorra has seven parishes.

Caritas Andorra carries out its mission via the Social Action department, the Training and Communication department and the Asset Management department. Its objectives include assisting and promoting people, and integral development of the dignity of people in situations of insecurity and need.

The social work that Caritas Andorra carries out is wide-ranging and highly diversified. In addition to activities focused on the social integration of people affected by poverty and social exclusion, it also focuses its efforts on promotion and condemnation of the causes of social injustice that generate these situations in the Principality of Andorra.

The UNICEF Committee in Andorra works in collaboration with companies, individuals, sports clubs, media and ambassadors, among others, to carry out its task of defending and promoting children’s rights, particularly vulnerable children such as migrant or refuge children.
